Affecting the Weather
It's not only the "government" screwing around with the weather, it's the "corporations" as well.
Playing God
That's all it is; a bunch of old men playing God. Why are they doing this...? Well, because... they can. This is nothing new, it's only gotten a lot more technical but with very little (constructive) use out of it. What private farmers once called "crop dusting" is now world renowned as chemtrails.
Now I'm not saying that Volkswagen is responsible when it comes to chemtrails, or implying that Volkswagen has anything to do with anything at all when it comes to chemtrails. However, I am stating that Volkswagen used "weather canons" to protect their cars from hail damage which in turn caused serious droughts in Mexico.

Volkswagen Mexico admitted to quite possibly be the cause and said, "...we will suspend the automatic operation of anti-hail sonic devices near our vehicle storage yards and will only operate them in manual mode when weather conditions determine hail is imminent.”

In the mean time, Volkswagen Mexico has agreed to put a protective netting over the cars "and will use the cannons as a “secondary tool"."
